The picture as you can tell is less than descriptive but....

Looks like there is a center nut on the outside wheel which might indicate that the outer wheel is not a dual but actually attached to the salt-n-sander with a wheel bearing. This would make sense as the attachment would then be self supporting and the tractor would be much easier to attach to, also storage issues would be lessened as you could roll the whole thing around when unhooked.
